Northamptonshire were able to salvage a draw, when at one stage it looked as if their record of being unbeaten for three years was going to be broken.
The Surrey 2nd XI declaration set the home team a target of 338 runs in three and a half hours.
Eight wickets were down with 20 minutes to go, but Horton and B C Smith held out until stumps were drawn.
Previously, Northamptonshire had saved the follow on by the narrow margin of 3 runs.
For Surrey 2nd XI, there were 8 fours in Baker's 74 not out, 8 fours in Moulder's 55 and 7 fours in Gooder's 53.
In the Surrey 2nd XI second innings, Baker and Moulder put on 114 runs for the third wicket, which was the third highest for that wicket during the season.
G J Thompson was reported as being "very unwell" during the game, but batted and bowled.
